BQ76930 as stand-alone fail safe

Dear Sir/Madam,

I was thinking to use the BQ76930 as a battery monitor with passive top balancing. From the datasheet, I read the AFE BQ76930 will shut down the power circuit if an error occurs, it just needs a MC with I2C interface during charging and when you're rebooting the system. Did I read that correctly?

And if so, would it be possible to implement a BMS with just the BQ76930 on the PCB, not a controller? I mean that you only have your controller at hand when you're charging or rebooting and you uncouple when the battery is discharging.

And last question, would it be possible to implement this with an Arduino as controller?
