bq cell replace requirement project

I am not able to charge this modified pack with BQ30423 , it occasionally reports bizarre SOC such as 0% when OCV is ~4.2V, here is what I have tried:

     a. replaced one cell with smaller cell and matching OCV of original cell (FYI no protection circuitry on either cell)

     b. replaced both cells with similarly sized cells, and comparable OCV.

     c. tried running dell command power manager, changing profile.

Is this related to impedance track capacity sensing?
