LM2651: Sensitivity to input voltage changes

can you help to verify below schematic? We are not satisfied with the sensitivity to input voltage changes (1-2 pcs out of 10000pcs in the field are getting damaged). 

• input voltage: nominal 12VDC, max.: 13VDC, min 11.5VDC
• output: 3.3VDC, load: ~200-300mA
