bq40z60 SoH, Charging current

I'm developing a Li-ion battery management solution in custom design. Everything works, except two things:

• SoH: Somehow the State of Health is 45% always, with new batteries, with dead ones, after weeks of testing still the same. 
• ChargingCurrent() is 1000mA, but current() is 1600mA, it looks like there is no controlling in it.

Can somebody explain this beaviours?
