TPS3711: note(2) meaning for Startup delay spec

Hi Experts,

I have question regarding the spec of "startup delay".

I cannot understand what note (2) is meaning.

td(start) is defined from V(POR). V(POR(max)) is defined as 0.8V in the table on page 5 while the note (2) mentions VDD must exceed 1.8 V for at least 150 μs (typ) before the output state reflects the input condition.   I am confusing the difference between V(POR) and 1.8V. Also, confused td(START) 155 us(typ) and 150 us(typ) on the note.

Could you please give us more detail about note (2)?
