TPS22924C: Inrush current can not be avoided if a CIN to CL ratio is less than 10 to 1?

Part Number: TPS22924C

Hello,

 

Datasheet 9.3.2 and 10.1.3 say “A CIN to CL ratio of 10 to 1 is recommended for minimizing VIN dip caused by inrush currents during startup”.

I am a bit confused with this sentence.

TPS22924C should control Slew Rate to Avoid Inrush Currents.

But if a CIN to CL ratio is less than 10 to 1, TPS22924 might not be able to avoid inrush current and Vin could drop?
