bq20z95 accuracy at different discharge rates

I am forwarding an inquiry from my customer. 

>>>> One of our battery packs uses a bq20z95 for fuel gauge. When we generate golden image file, we always use 0.2C rate to cycle the battery. The FCC seems synchronize with actual capacity in a reasonable manner. However, when the discharge current is 0.1C, the FCC is about 9% lower than actual measured capacity although relative state of charge almost matches the actual situation. The bq20z95 datasheet claim 1% fuel gauge accuracy. Does it also mean the FCC tolerance will also be 1% to the actual capacity?  >>>>
