bq78350 AFE cell map for 4-cell configuration

With a bq76920 hooked to the bq78350 as in the bq76920evm module, I'm trying to figure out the 4-cell configuration.  The documents indicate that when using 4 cells to short VC4 with VC3.  My questions are:

1.) Would the lowest bits of the AFE Cell Map register need to be "10111" or "11011" or are both configurations correct?

2.) If the AFE Cell map configuration is currently set wrong, does the bq78350 shut down since it would see a mismatch on the BAT pin with the summation of the bq76920 VC1..5 pins?  Therefore, would the board need to first be configured with a power supply before plugging in a 4-cell battery?
