bq20z45 PMS pin

I have a bq20z45 IC with charge and discharge FETs. There is no ZVCHG FET or precharge FET. The precharge setting is configured to use the CHG FET. The PMS pin is connected to ground. 

I do not understand the the statement for the PMS pin "Connect to PACK to enable 0v pre-charge using charge FET connected at CHG PIN".

Does this mean that the PMS pin must be connected high to allow precharge? 

Does this mean imply that tying it low disable precharge at a defined limit? Is this limit the precharge voltage limit?

For example, if the precharge voltage limit is set at 2.6V and a cell voltage is at 2.4V (and above the CUV limit), is precharge disallowed? From the spec, it appears that the precharge  is allowed at these voltages.(PMS connected low)

If the PMS pin is connected high, then 0V precharging is allowed, This implies that the cell voltages can be 0V but the SUV limit would need to be set to 0 to disable the PF faults?
