BQ27541-V200 Gas gauge Full capacity

I am charging two lithium ion (1200 MAh nominal ) batteries connected in series. I can not get the Full Charge Capacity to go over 1126 mAh. I am having trouble understanding which flags that need to get set to enable the for FCC to update to a higher number. I would like to see it reach 1200 mAh.
