BQ26500

I am Working on BQ26500 Which is a Coulomb Counter IC.Using it for  2s  Li-ion battery in pos application. I am using a 2s IC S8242 AAY i.e SEIKO IC and a protection fet S6968 with it. I  am facing some problem with it

1) the Cell get Discharge to Zero Volt

2) Also when applied to terminal , the battery does no take charge when the battery connected to the terminal permanently.
