bq27531 Not updating SOC during Discharge

While bringing up a bq27531 design in MLC mode, the SOC during discharge does not change from 100% until discharge cutoff when it corrects to 0%.

When I try the part in MLC w/SoH Comp or CCCV modes it works fine, however.

I'm using ChemID 3154, performed calibrations with bqConfig, and ran a successful learning cycle. Any ideas what could be wrong?
